Flat Roof Installation Cost Guide

Flat roofs get compared on price more aggressively than almost anything else in roofing, and it is easy to see why. Three contractors can look at the same 25 square metre extension roof and come back with quotes of £1,400, £2,600 and £4,200, none of them obviously wrong. The temptation is to take the cheapest and hope. The better move is to understand why they differ, because on a flat roof the gap is almost always specification rather than greed.

Flat roof costs in 2026

Replacing a flat roof in the UK costs between £1,200 and £7,500 in 2026. A typical single garage roof lands between £800 and £3,000, and a rear extension roof between £1,200 and £4,500. Material choice and roof size drive the figure more than anything else.

Those figures cover strip off, the new covering and standard trims. They do not include an insulation upgrade or building control notification, both of which apply to most full replacements and are covered further down. Oxford and the wider South East run roughly 10 to 20% above national figures.

How flat roofs are priced

Measuring the roof

Flat roofs are simpler to measure than pitched ones, because there is no slope to account for. Length multiplied by width gives you the area, and that is the number a contractor prices against.

Two things get added to it. Upstands, meaning the vertical sections where the membrane turns up against a wall or parapet, need covering and detailing. So do kerbs around any rooflight or opening. On a small roof with several upstands, these details can add a surprising amount of labour relative to the flat area itself.

The system rate

Once the area is known, the covering is applied at a supply-and-fit rate per square metre. This is the single biggest variable between quotes.

Everything underneath

Deck condition, insulation, vapour control, falls and drainage. On a flat roof this is more significant than on a pitched one, because what sits under the membrane determines whether the roof lasts fifteen years or forty. It is also, predictably, where the cheapest quotes do the least.

Cost by system

Supply-and-fit rates across the market for 2026, before access and insulation:

  • High performance felt: £40 to £80 per m². The traditional option and the cheapest on the day. Modern torch-on systems are a genuine improvement on the felt of thirty years ago, though still the shortest lived of the three.
  • EPDM rubber: £70 to £110 per m². A single rubber membrane, usually laid in one piece on a domestic roof, which means very few seams and very few places to fail. Matte black finish.
  • GRP fibreglass: £90 to £140 per m². A glass reinforced resin laid wet and cured on site into a seamless, rigid shell. Hard wearing, walkable, and available in a range of finishes.

Small roofs carry a minimum job premium, because setup, access and disposal costs barely shrink with area. A 10 square metre porch roof will cost noticeably more per square metre than a 40 square metre extension in the same system.

The cheapest system today is rarely the cheapest per year

The headline price and the actual cost of owning the roof are different questions, and on flat roofs the gap is wider than most people expect.

EPDM comes out cheapest over time, by a clear margin, because it lasts substantially longer than felt at a moderate premium. Felt is cheapest to buy and middling to own. GRP is the most expensive on both measures.

That last figure needs context rather than being taken at face value. GRP is not competing purely on cost per year. It gives you a rigid surface that takes foot traffic, which felt and EPDM do not without additional specification. If the roof is a balcony, a terrace, or anything people will walk on regularly, GRP is frequently the right answer despite the arithmetic. If nobody will ever set foot on it, the arithmetic stands.

Warm roof or cold roof, and why it matters

This is the most important technical decision on a flat roof replacement and the one homeowners hear least about.

A warm roof places the insulation above the structural deck, directly under the membrane. The deck and the timbers below stay at roughly internal temperature, so warm moist air from inside never meets a cold surface where it can condense.

A cold roof places the insulation between the joists, below the deck. The deck sits on the cold side of the insulation, which creates a condensation risk that has to be managed with careful ventilation and a well sealed vapour control layer.

Warm roof construction is the standard approach on modern replacements for good reason. Cold roofs can be built correctly, but the tolerance for error is much smaller, and a cold roof that has been insulated without adequate ventilation will rot its own deck from the inside over a few winters. If your existing flat roof has failed early and the deck was soft when it came off, this is frequently why.

A warm roof build up adds cost, both in insulation boards and in the trims and upstand heights needed to accommodate the extra thickness. It is worth it, and on most full replacements it is required anyway.

A worked example: rear extension roof

The figures below are a typical market breakdown rather than a quotation, showing where the money goes on a job of this size.

Take a rear extension measuring 4 metres by 6 metres, so 24 square metres, with one upstand against the house wall and a single rainwater outlet. The specification is EPDM on a warm roof build up.

The top of that range assumes the deck needs replacing entirely. The bottom assumes it is sound.

Two points worth drawing out. The membrane itself, the thing people think they are buying, is around 12% of the total. And the insulation and vapour control together cost more than the membrane, which is the clearest illustration of why a quote that skips the insulation upgrade looks so much cheaper.

Six things that push a quote up

Deck condition. The genuine unknown. Rotten OSB or timber boarding is common under any covering laid before the 2000s, and replacement typically runs £15 to £30 per m². No contractor can price this accurately before the old covering is off.

Upstands and detailing. Parapets, abutments, kerbs and awkward junctions all add labour that has nothing to do with the flat area.

Access. A ground floor garage roof is straightforward. A first floor extension roof or anything needing a scaffold costs more before a single material decision is made.

Drainage. If the existing roof has no falls, or the falls run the wrong way and water is ponding, correcting that means firring the deck or using tapered insulation. Both add cost, and both are worth doing.

Existing penetrations. Any rooflight, vent or soil pipe passing through the roof needs sealing back into the new membrane properly. Each one is a detail, and details take time.

Roof size, in reverse. Small roofs cost more per square metre, not less. Fixed costs do not scale down.

What should be included in the price

A complete quote covers all of the following. Where one quote is noticeably cheaper, one of these is usually the reason.

  • Strip off, plus removal and disposal of the old covering
  • Deck inspection, with a stated position on what happens if boards have failed
  • Vapour control layer where the build up requires one
  • Insulation to meet current regulations
  • The membrane itself, named by manufacturer and product rather than described as “rubber” or “fibreglass”
  • Trims, edge detail and upstand terminations
  • Drainage falls and outlet connections
  • Building control notification
  • A written workmanship guarantee, with its length stated

Deck replacement is commonly priced separately or as a provisional allowance, since the extent cannot be known in advance. Ask how it would be handled rather than assuming it sits inside the figure.

Insulation and building control

Replacing more than half of a flat roof covering makes the work notifiable, and it has to meet current standards rather than those that applied when the extension was built.

Under Approved Document L, a roof performing worse than a U-value of 0.35 W/m²K should be upgraded to 0.16 W/m²K when it is renovated, where that is technically and economically feasible. Where the deck itself is replaced rather than just the covering, the roof counts as a new element and the tighter standard of 0.15 W/m²K applies. Most flat roofs built before the 2000s fall well short of both, so an upgrade is normally required rather than optional. The guidance is published on GOV.UK.

In practice this is what pushes most replacements towards a warm roof build up, and it is the single biggest reason a quote today looks so different from one for the same roof a decade ago.

On notification there are two routes. Contractors registered with the NFRC Competent Person Scheme can self-certify their own work and issue a compliance certificate directly. Everyone else submits an application to the local authority, pays a fee and waits on inspections. Both are valid, and it is a fair question to ask any contractor which they use and who is responsible for making it happen.

VAT on a flat roof

Flat roof work on an occupied property is standard rated at 20%, and that VAT should be clearly identified in the figure you are quoted rather than arriving as a surprise at the end.

Reduced rates exist but apply narrowly, most commonly where a property has been empty for two years or more, or where the work forms part of a qualifying conversion. The rules are set out in HMRC’s VAT Notice 708. Any contractor quoting a reduced rate should be able to name the provision they are relying on.

Where the cheap quotes cut corners

On flat roofs specifically, the gap between a cheap quote and a complete one usually comes down to five things.

Overlaying rather than stripping. Laying new felt straight over the old covering. Fast, cheap, and it traps whatever moisture is already in the build up. The roof fails early and the deck often goes with it.

No insulation upgrade. Frequently the largest single saving available, and the one that puts you outside the regulations.

No deck inspection. A quote that makes no mention of what is under the covering has not planned for the most likely extra cost on the job.

Ignoring the falls. Recovering a roof that already ponds simply produces a new roof that ponds. Standing water shortens the life of every system.

Building control omitted. It has a cost and a process. Leaving it off pushes both onto you, and it surfaces when a buyer’s solicitor asks for a certificate that does not exist.

Repair or replace

Not every flat roof needs replacing. A single split at a seam, a lifted edge trim, or a blocked outlet causing water to sit are all localised faults that repair well and cheaply.

Replacement becomes the better answer when the failure is general rather than local: widespread blistering or cracking, a membrane past its expected life, water tracking into the building from more than one point, or a deck that feels soft underfoot. Patching a roof in that condition moves the leak rather than fixing it, and each visit carries its own access cost.

A rough test that works well on flat roofs: if more than about a third of the surface is compromised, or the covering is over twenty years old, replacement is usually the cheaper route across the following decade.

Timing and weather

Flat roofing is more weather dependent than pitched roofing, and one system considerably more than the others.

GRP fibreglass needs dry conditions and temperatures reliably above about 5°C, because the resin has to cure properly. Laying it in the wrong conditions produces a weak laminate that crazes later. This genuinely restricts when it can be installed and is a legitimate reason for a contractor to postpone rather than a delaying tactic.

EPDM and felt are both more tolerant, though neither can be laid onto a wet deck. Since the deck has to be dry before anything goes down, a run of settled weather matters on any flat roof job.

Most domestic flat roofs are completed in one to four days depending on size, which means a short dry window is usually enough. If you have a choice, spring through early autumn gives GRP the best conditions.

How to compare multiple flat roof quotes

Put them side by side and compare the specification, not the totals. Check that all three state:

  • Strip off rather than an overlay
  • Warm roof or cold roof, explicitly
  • The insulation type and thickness
  • Whether a vapour control layer is included
  • The membrane, named by product
  • What happens if the deck has failed, and at what rate
  • How drainage falls will be achieved
  • Building control, and by which route
  • The guarantee length and what it covers

If one quote doesn’t include four of those, you have found your explanation for the price difference.

What to do next

  1. Measure the roof, length by width, and note the number of upstands and penetrations.
  2. Decide whether anyone will walk on it, which narrows the system choice immediately.
  3. Establish the age of the current covering if you can.
  4. Get three written, itemised quotes rather than three verbal figures.
  5. Ask each contractor what happens to the price if the deck has rotted.
